Better known as a steeplechaser, Bulut was running in a national event before the main meeting got under way and took almost 10 seconds off her previous best.
Other good performances came from a pair of Russian women.
Tatyana Paliyenko won the 800m in a meeting record 2:00.42 while triple jumper Yana Borodina bounded out to a slightly wind-assisted 14.28m and had a legal effort of 14.19m to her name.
Belarus' World Indoor Championships 60m hurdles bronze medallist Alina Talay won the 100m hurdles in a windy 12.95 with local heroine and 2010 European Athletics Championships gold medallist Nevin Yanit second in 13.12.
Ukraine's rapidly improving sprinter Viktoriya Pyatachenko took the 200m in a meeting record 23.08 while Ramil Guliyev won the men's 100m in 10.35, the latter's time slowed by having the swirling wind switch directions and so he had to run into a stiff breeze.
Hungary's 2011 World Championships silver medallist Krisztian Pars, the second ranked thrower in 2012, won the hammer with his second round 78.46m. Türkiye's 2004 Olympic Games bronze medallist Esref Apak finished second with 77.30m while Poland´s former Olympic Games and World Championships winner Szymon Ziolkowski was third with 76.41m.
Lithuania's Raivydas Stanys was flawless in the high jump up to and including his winning height of 2.24m, only bringing the bar down when he unsuccessfully attempted a personal best of 2.30m.
